GBIC recently produced a list of legislative recommendations focused on strengthening Vermont's economy by encouraging an environment supportive of the creation of new jobs. The ideas in this report include an appendix of the notes from our Business Breakfast series and show a unity between the interests of value-adding employers and the capacity to strengthen our economy.

Towards the end of 2009, GBIC hosted two confidential meetings with some of greater Burlington’s value‐added businesses in an attempt to explore and prioritize the issues that most greatly impact the competitiveness of doing business in Vermont. With three candidates for Governor in the Senate, an economy still in recession, a state budget deficit of $150 million and a plan to restructure government, it was a year of turmoil, tough choices and lengthy debate. Legislators struggled to balance priorities while grappling with budget problems. Amid all of that, Speaker Shap Smith, Senate President Pro Tem Peter Shumlin and Governor Jim Douglas worked together on many issues and in the process, delivered results that will benefit Vermont for years to come.

Current state balance woes have meant state revenues and expenditures are coming under increased scrutiny. Yet while jobs are being placed in peril and tax hikes seem inevitable, very little attention has been placed on the liabilities for taxpayers brought on by mandatory expenditures from state employee and teacher retirement plans and other post-retirement benefits.

On January 14, 2009, the Commission on the Future of Economic Development delivered its report Economic Vitality, Security and Opportunity for All Vermonters to the state legislature. This report contains the goals and strategies developed and unanimously supported by members of the commission.

"Imagining Vermont: Values and Vision for the Future" is the final report of the Council on the Future of Vermont. After 18 months of listening to Vermonters detail where the State should be headed, the report now stands as a contribution towards action.

In addition to serving as the region's provider of economic development services and resources, beginning in the summer of 2007 GBIC and the LCRCC undertook a process for the development of a strategy focused on expanding the economic opportunities for Vermonters in environmental enterprises and "the green economy."
